India Prepares to End Zero-Fee Era for UPI Payments

India is laying the legal groundwork to dismantle its zero-merchant-discount-rate regime, a policy that has kept UPI payments free for businesses since 2020. New legislation signals a shift toward a sustainable business model, allowing for potential transaction fees as the network reaches record-breaking volumes across the country.

India Prepares to End Zero-Fee Era for UPI Payments

The Unified Payments Interface processed 23.66 billion transactions in July alone, totaling nearly $313.4 billion. While this growth confirms its status as a digital backbone, the financial burden of maintaining such infrastructure has become a point of friction between the government, banks, and fintech firms. Proponents of the shift, including Pine Labs CEO Amrish Rau, argue that fees are essential to fund the necessary investments in cybersecurity and innovation required to scale UPI globally.

Analysts at Jefferies suggest that implementing a fee of 15 to 30 basis points on high-value transactions could unlock between $525 million and $1.05 billion in annual revenue by 2028. Bernstein researchers note that targeting transactions above ₹2,000—which account for 70% of total value despite representing only 4% of volume—would keep the system accessible for everyday consumers while rewarding the payment providers. With major players like PhonePe and Google Pay dominating the ecosystem, the specific distribution of these potential fees remains the next critical hurdle for regulators to clear.
