The FTC alleged that the partnership functioned as a de facto anticompetitive shield, with Zillow paying to syndicate listings while Redfin retreated from the multifamily space to avoid direct market rivalry.
Daniel Guarnera, director of the FTC’s Bureau of Competition, described the resolution as a faster path to market stability than a protracted court battle. The settlement has secured the backing of state attorneys general from Arizona, Connecticut, New York, Virginia, and Washington. This outcome aligns with a broader pattern of recent federal enforcement actions targeting market consolidation, including high-profile interventions against Live Nation-Ticketmaster and Realpage.
