US Sanctions UN Expert Francesca Albanese Following ICC Criticism

Secretary of State Marco Rubio has imposed sanctions on Francesca Albanese, the United Nations special rapporteur on the occupied Palestinian territories, citing her efforts to pursue International Criminal Court action against American and Israeli officials. The move marks a sharp escalation in the U.S. administration’s confrontation with international legal bodies.

Rubio framed the decision as a necessary defense of sovereignty, accusing the U.N. official of engaging in political and economic warfare. The sanctions follow a meeting in Washington between President Donald Trump and Israeli Prime Minister Benjamin Netanyahu, who currently faces an ICC arrest warrant for alleged war crimes and crimes against humanity in Gaza.

Human rights advocates and international legal experts have denounced the move as a dangerous assault on the independence of human rights monitoring. Agnès Callamard, secretary general of Amnesty International, urged global actors to protect the work of special rapporteurs, while former U.N. official Craig Mokhiber labeled the sanctions a "lawless, vile act." Critics point out that Albanese’s recent reporting, which detailed corporate involvement in West Bank annexation policies, likely triggered the retaliatory measures.

This is not the administration’s first clash with the court; officials previously targeted ICC Prosecutor Karim Khan for his role in pursuing warrants for Israeli leadership. The decision to sanction Albanese has drawn comparisons to other recent foreign policy shifts, with observers noting the irony of penalizing a human rights advocate while simultaneously removing certain militant groups from U.S. terrorist designations.
