The findings suggest that these internal university policies have often aligned with the Trump administration’s broader efforts to target foreign-born scholars and exert ideological control over higher education.

The Impact of Institutional Repression

Beyond administrative penalties, the report examines the experiences of individuals like Mohsen Mahdawi, a former Columbia student arrested by immigration agents during a citizenship interview. While Mahdawi faced direct federal targeting, the report notes that university leadership failed to provide support even after he expressed fears of detention. Amnesty International’s Justin Mazzola characterized these combined institutional and federal actions as a return to McCarthy-era censorship, warning that the current climate undermines the fundamental role of colleges as spaces for open, pluralistic discourse. Researchers are now calling for universities to resist external intimidation and protect the rights of their communities to engage in protected political expression.
