OpenAI Lays Groundwork for 2028 Election Policy

Chris Lehane, OpenAI’s chief global affairs officer, is framing the integration of artificial intelligence as the modern equivalent of the New Deal. By urging politicians to adopt a proactive policy agenda, the company seeks to steer the national conversation toward AI-driven prosperity ahead of the 2028 presidential cycle.

Lehane’s proposal argues that Americans’ anxiety over economic displacement mirrors the atmosphere of the 1930s. He outlines five policy priorities, including worker protections, education reform, and data center development, aiming to position AI as a tool for middle-class growth. However, the shift in rhetoric—moving away from pure accelerationism toward a populist framework—faces skepticism from policy experts. Critics argue the proposals are designed primarily to protect OpenAI’s own infrastructure and market expansion rather than address the systemic risks of job displacement.

Kate Brennan of the AI Now Institute characterizes the comparison to the New Deal as ahistorical. She notes that while the original reforms constrained corporate power, Lehane’s vision relies on mass AI adoption as a prerequisite for success. The plan lacks binding requirements to ensure wealth redistribution, focusing instead on incentives for AI literacy and entrepreneurship. Furthermore, Lehane’s aggressive stance on data centers, where he warns that opposition could cost the U.S. its competitive edge against China, highlights a continued push for the physical infrastructure necessary to scale OpenAI’s models.

Despite calls for independent evaluations and safety standards, the company’s past opposition to legislative efforts like California’s SB 1047 complicates its current advocacy. As the 2028 election nears, the intersection of rising living costs and corporate influence remains a volatile political issue. Whether these proposals represent a genuine attempt to share AI’s benefits or a strategic move to entrench corporate power remains a central point of contention.
