Valve is secretly fueling a technical revolution that could decouple PC gaming from traditional x86 hardware. By funding open-source projects like the Fex emulator, the company is laying the groundwork for Windows games to run natively on Arm-based chips, potentially turning phones and tablets into portable Steam machines.

While industry attention has remained fixed on Valve’s proprietary hardware, the real shift is happening in the open-source ecosystem. Projects like Proton—the compatibility layer that made the Steam Deck a success—are being adapted for Arm architecture. Valve’s strategy centers on a technical bridge: using Fex to translate x86 code into Arm-native instructions while relying on Proton to handle the complex Windows API calls. This allows games to run without requiring developers to perform time-consuming, expensive ports.

Pierre-Loup Griffais, a key architect behind SteamOS, confirmed that Valve has been recruiting and funding the core developers of these technologies since 2016. By treating porting as "wasted work," Valve is attempting to standardize the gaming experience across diverse hardware, from ultra-portable laptops to living room consoles. While the company maintains that it has no immediate plans for a dedicated 'Steam Phone,' the infrastructure is already functional. Users can currently run Windows titles on Android devices via third-party tools like GameHub, proving that the barrier between desktop libraries and mobile chipsets is rapidly dissolving.
