Starting June 29, 2028, companies offering ESG assessments in the UK must secure formal authorization from the FCA. To facilitate this transition, the regulator will begin accepting applications on June 24, 2027. The framework aims to standardize how ratings are produced and communicated, directly addressing concerns regarding the reliability of the tools used by asset managers and lenders to inform capital allocation. While the regime enforces operational discipline, it stops short of dictating specific sustainability methodologies or values.
Laura Dawes, director of authorisations and sustainable finance at the FCA, emphasized that the move is intended to raise standards while fostering competition and innovation. The regulatory shift follows significant public support, with 95% of respondents to a government consultation backing the intervention. This policy aligns with recommendations from the International Organization of Securities Commissions, responding to an environment where 72% of UK investors now prioritize both financial returns and positive social or environmental impact.
